Good local governance and delivery of services such as schools, clinics and roads should take place through participatory, transparent and accountable means. The Somali authorities are committed to participatory local development in order to increase the access to better health and water and sanitation facilities, and better education and housing.
Somalis are supported in this effort by the Ued Nations Joint Programme on Local Governance and Decentralized Service Delivery (JPLG). The JPLG’s objective is that local governance contributes to peace and equitable priority service delivery in selected locations. Specifically, that communities have access to basic services through local government and that local governments are accountable and transparent.
With this initiative, Somali authorities place communities at the core of local development and ensure that the services provided by the local councils respond to local needs and are equitable. The authorities also want to guarantee that the local councils are accountable and transparent in the delivery process.
The projects facilitate community consultation and the election or selection of local and regional councils, build the capacity of the local government, support opportunities to generate revenue, design and implement a capacity development package for community and private sector enterprise, and implement participatory development planning and budgeting mechanisms.
The programme targets mostly local communities, but also district and regional councilors and staff, as well as staff in relevant central government institutions, notably ministries responsible for local government, planning, public works and finance.
The Joint Programme on Local Governance and Decentralized Service Delivery (JPLG) is implemented by UN-Habitat, UNICEF, UNDP, ILO and UNCDF throughout Somalia. UN-JPLG (Joint Programme on Local Governance) Indicators & Contracts Monitoring Information System (MIS) - an online system to collect and disseminate information about JPLG Indicators and the District Basket Fund (DBF) contracts. Information is collected from Puntland, Somaliland and South Central Somalia by physical verification process.
